Firstly, grab there SteamID, make sure the player actually did Mass RDM and if so either do the punishment then and there. But if you dont have the permission tell the story to a higher rank and give them the ID. Someone is bullying another member of the community. What do you do? I would tell them to leave him/her to leave the other player, and leave it at a verbal warning. If they continue I would give them a warning and so on.
